Purpose

The Forest Management Zone layer is designed primarily to support strategic forest planning. It will also be used for Regional Forest Agreement (RFA) analyses, as a basis for sustainable yield determination, and to indicate areas available for harvesting to field based staff. This layer may be used for map production where very detailed representation of zoning is required, as is the case for the WUPS. This coverage contains the revised East Gippsland Forest Management Zoning as at April 2011. Latest updates include the Mildura and Mid Murray Plans and changes to zoning for Central FMA that has resulted from the logging seasons 1998-2001. This was completed on July 21st, 2004. Code exclusions for the coverage are modelled and as such are indicative and used for strategic modelling purposes only.

History: 2008 - the data was updated with the Threatened Species Action Statement. Source for these changes can be found in FLORAFAUNA2.THSPP_ACTSTATE_INT_2008. The changes include: LBP in Central Highlands with a new set of LBP habitat and removal of LBP zone 1a, BBF habitat, LFP in NE and EG RFA. 2009 - Inclusion of Bendigo FMP 2010 - Revised version of East Gippsland FMP 2011 - Merged FMZ_EG_DETAIL, containing the detailed information on East Gippsland SMZ and SPZ values, PL boundaries tied up to PLM25 June, 2012 - The East Gippsland FMZ detail dataset version (FMZ_EG_DETAIL) was merged into FMZ100. Code of Forestry Practices was removed from EG data. The new data structure contains fields from both FMZ_EG_DETAIL and FMZ100. - A new batch of Long Footed Potoroo management zones were also included in EG December, 2012 - 10 LFP sites added in EG RFA, - corrected the FMZ categories and updated external boundaries around parks with limited harvesting (Historic areas and regional parks). A layer called DRAFT.FMZ_OTHER_PL_HARVEST was created in the draft schema as reference for these areas July, 2014 - Updates to the layer are made on a quarterly basis as needed as stipulated in the new guideline in managing FMZ100. September, 2014 - Additional LFP sites in EG were added to the layer April, 2016 - Added a new field called LEGAL_SET. This as reference to zones changed as part of the Owl Management Zones and Brown Mountain Legal Settlement in East Gippsland. - State Forests near Murray Sunset National Park and Big Desert National Park have been changed to NO ZONE as there is no forest management plan yet in the region. Relationship to other Datasets: This layer reflects planning decisions which are based on a number of other layers, primarily PLM25, base topographic layers, and a large number of more specific layers covering flora and fauna, landscape, historic sites, etc. Spatial and data content errors in these layers may affect the accuracy of FMZ100. Historic Areas and Regional parks woth Limited timber harvesting is based on a draft layer called DRAFT.FMZ_PL_HARVEST. This layer provides the correct FMZ categories and boundary. Current Design Issues: The principle reason for creation of this layer is to facilitate forest management planning. In this context, the layer must be able to support both analysis and map production. Layer design must be able to support the requirements of forest conservation planning, RFA reviews, timber release plan checking, allocation order development, and forest management decision making in general. The layer supports analysis and is used for the creation of area statements. Minimum polygon size is set at 1000 m2. From this layer, a generalised layer can be derived which is used soley for map production. The generalised map product has small SPZ and SMZ areas (< 10-20ha) not shown. . Future Design Issues: To be replaced by a FMZ100 layer with boundaries adjusted where possible to 25,000 scale land tenure boundaries. Related Documents: None Current layer design is not adequate to support planning and systematic maintenance. A major review of the layer is being undertaken, with several FMAs undergoing an updated zoning process. The FMZ attribute fields describes the use in relation to forest management planning. Dataset Source: Majority of datasets used in the compilation would be current corporate or other library data, or would be collected during the planning process. The majority of data would be from within DSE. Source layers that led to the creation of Forest Management Zones will be entered in the Forests Zonal library at a later stage. Public Land boundaries were tied up to the new PLM25 dataset in 2012. FMZ classification of public land (PRK, PPK, OPL, etc.) were still used and PLM categories were dissolved to FMZ categories. Overlays such as remote natural areas, natural catchment areas, wilderness zones & reference area boundaries have also been updated and classified as Conservation Parks and Reserves in FMZ100 if it falls within state forests. Description

LANDMMT100 is extracted from the corporate library, updated and/or corrected as necessary, and recoded into broad availability classes. The resultant coverage is then overlayed with the various exclusion coverages to develop a base FMZ layer. Actual zones are then defined by the planner using both existing linework and additional linework as required. Polygons are then recoded and cleaned up as necessary before final cleaning and fitting to this layer design.
