Groundwater Entitlement Density

Groundwater Entitlement Density is a density distribution surface of bore entitlement volume in ML/km2 across the state of Victoria.This includes the groundwater entitlement density for licensed entitlement bores and for stock and domestic bores. It is recognised that stock and domestic bores do not actually have a "licensed entitlement", however a proxy entitlement was assigned to each bore, equal to 2ML per bore per year.
Licensed Entitlement bore information was sourced from Southern Rural Water, Goulburn Murray Water and Grampians-Wimmera-Mallee Water, for all metered bores. Unmetered licensed entitlement bore information was sourced from the Victorian Water Register. Stock and domestic (S&D) bore locations were derived from the Victorian Groundwater Management System (GMS).

- Dataset Source: The following process was used to generate the dataset: (1) All licensed entitlement information for metered bores was obtained from Southern Rural Water (SRW), Goulburn Murray Water (GMW) and Grampians-Wimmera-Mallee Water (GWMW); (2) All licensed entitlement information for unmetered bores was collated from the Victorian Water Register; (3) The total licensed entitlement information (i.e. the sum of metered and unmetered bore license entitlement) per GMU was validated against that reported in the Victorian Water Accounts per GMU and Unincorporated Area. Where necessary, the entitlement volumes for bores in a given GMU (i.e. pro rata) were factored to equal that reported in the Accounts, where: Total Unmetered + Metered Licensed Entitlement (of bores that plot in the GMU) * Factor = Total Licensed Entitlement (as per the Water Accounts); (4) All Stock and Domestic bores were collated from the GMS and assigned an "entitlement volume" of 2 ML/bore/yr; (5) The bore point entitlement density was produced using the entitlement volume for each bore. The initial raster cell resolution was 100m and each cell was queried within a 1000m search radius, such that the cell recorded the volume of groundwater entitlement within 1000m of its location; (6) The 100m resolution density was aggregated to 1000m cell resolution to create the average of the density values of the 100m cells within the one square kilometre area.
