This dataset was created in conjunction with PLM25, to represent the management overlays. The attributes are based on the PLM25 structure.
The overlays have been mapped at 1:25 000, using VicMap topographic data to create more accurate and identifiable boundaries.
PLM25_OVERLAYS is located under the CROWNLAND schema. It has been created in conjunction with PLM25 to ensure the overlays match the PLM25 land management categories.
PLEASE NOTE: This dataset now replaces the PLM100 overlays.
PLM25_OVERLAYS_HR is a view of PLM25_OVERLAYS.
This dataset is a representation of the certified plans - the gazettal and certified plans are the official boundaries.
Currently the creation process is not automated or synchronised with PLM25 updates.

- PLM25_OVERLAYS is the management overlays dataset which was originally created at 1:100 000, but has been updated to 1:25 000 with VicMap topographic data, vegetation data, aerial photography and reference to the original mapping, gazettals, and management plans. It represents the Reference Areas recommended and approved from various LCC/ECC/VEAC Investigations and legislated under the Reference Areas Act (1978). The now obsolete PLM100_POLYGON was the key dataset assisting public land management activities (such as Park and Forest Management planning and Catchment co-ordination, etc) undertaken by DELWP and showing the underlying land tenure has now been replaced by PLM25.This dataset is a representation of the certified plans - the gazettal and certified plans are the official boundaries.

Relationship to other Datasets: Developed in conjunction with PLM25, PARKRES and VEACRECS25 . Current Design Issues: Polygons showing boundaries of Heritage Rivers proclaimed under the Heritage Rivers Act 1992 or recommended by LCC/ECC/VEAC and published in the Government Gazette are a guide only. To determine actual legal boundaries, refer to proclaimations in the Government Gazette. Future Design Issues: Linework showing the source of overlay boundaries has been created and annotated, to help clarify questions on topographic or vegetation boundaries, but the certified plans and gazettals are the definitive answer and these layers are only representations of these data sources. - Overlay datasets are created in Geodatabases, with polygon layers and seperate linework datasets with annotation. Linework is selected from existing VicMap datasets, EVC dataset, parcels, PLM100, VEACRECS data and added to a layer. Linework is annotated to show its source. Polygons are then created from the linework. The tabular data is then joined from PRIMS and VOTs. Views are exported as shapefiles and processed in ARCGIS to build a appropriate and toplogically correct shapefiles. Rules are used to ensure 1:25 000 boundaries overides 1:100 00 where they overlap due to data sourced from different places. Shapefiles are loaded into Oracle SDE.

- Overlay information is populated from the PRIMS database. Legal Information is populated from VOTS data. The LCC Approval date is initially being populated with the main approval date for the LCC investigation, individual recommendations were often approved at a later date, these dates will be added as the information is compiled and will not be available in the initial release of the data.

- Polygons are derived from multiple sources: - Vicmap parcels (1:2 500 - 1:25 000) - Offical proclaimation in the Government Gazette under the Reference Areas Act 1978 at 1:100 000 or 1:250 000 - Boundaries digitised by the Parks and Protected Areas Branch (based on 1:25 000 topography) - PLM100_POLYGON (1:100 000) - New boundaries digitized by ISD staff using VicMap topographic data and EVC data to improve the accuracy from 1:100 000 (PLM100) to 1:25 000 in 2010-2014.

- The statewide dataset is complete for Heritage Rivers. Completeness Verification: Detailed checking has occurred against PRIMS, the Reference Area Management Plans and Gazettals. Data was then validated by staff in Forests and Parks Division.
