Description
- Title
- Parks and Conservation Reserves (PARKRES)
- Alternate title
- PARKRES
- Purpose
- PARKRES is a spatial representation of the Parks and Reserves Information Management System (PRIMS). This database lists Parks and Conservation Reserves under the policy control of the DELWP Land Management Policy Branch. These include areas scheduled under the National Parks Act 1975, Nature Conservation Reserves, Natural Features Reserves, Regional Parks, Phillip Island Nature Park, Historic & Cultural Features Reserves, and Metropolitan Open Space Parks. Many of these areas are managed by Parks Victoria under a management agreement between the Minister for Environment and the Parks Victoria Board. PRIMS and PARKRES define the areas covered by this agreement. The aim of this layer is to eventually map all areas represented in PRIMS at 1:25,000 or better scale. This spatial dataset is updated quarterly, so it is a snapshot of what is in the parks and reserves system at that time. For more up-to-date information about a park or reserve refer to PRIMS. From November 2019 PRIMS will be replaced by CLIP.

- Supplemental Information
- History: Refer to metadata for PLM25 and PK_PARKRES this datasets precussor. Relationship to other Datasets: PLM25, VMPROP_PARCEL_CROWN_APPROVED, PRIMS (text bsed business application) Current Design Issues: Polygons showing boundaries of areas scheduled under the National Parks Act 1975 are a guide only. The actual boundaries are defined by the linework and annotations on the certified (legal) plan, and by additional notes in the Act. The legal plans are available from the Landata web site from the Central Plan Office. Use of this layer is currently limited to display, query and some spatial analysis work since the data does not have a persistent unique identifier. This is due to the complexity associated with sourcing the spatial data from a variety of sources. This should be taken into consideration by those intending to integrate PARKRES with applications and or building processes around it. Lineage
- Statement
- Dataset Source: Text attributes are sourced from PRIMS. Polygons are derived from Vicmap parcels, National Parks Act 1975 certified plans, additional mapping based on 1:25,000 topography and PLM25. Refer to metadata for PLM25 and VMPROP_PARCEL_CROWN_APPROVED. Dataset Originality: Primary & Derived
- Description
- Collection Method: Refer to metadata for PLM25 and VMPROP_PARCEL_CROWN_APPROVED
- Description
- Views are created in Oracle SDE for PLM25, Vicmap parcels and certified plans based on links to the database behind PRIMS Views are exported as coverages and processed using UNIX ArcInfo to build an appropriate and toplogically correct coverage. Rules are used to ensure 1:25,000 boundaries overides 1:100,00 where they overlap due to data sourced from different places Attributes from PRIMS backend are built into the coverage Coverage is loaded into Oracle SDE A copy of this dataset is maintained in Arc/Info Library format by a process that extracts the layer from SDE using the SDE_EXTRACT aml.

Attribute Quality
- Comments
- Text attributes are derived from the Parks and Reserves Information Management System (PRIMS) database. Boundary information in this dataset has been extensively validated against detailed plans of LCC/ECC recommendations, parish plans, parcel based VEAC recommendations, VEACRECS25, and the Land Information Management System (LIMS). The link between LIMS and PRIMS is maintained manually and may not contain the most recently created or deleted parcel records. Validation of the land manager attribute is continuing. This dataset does not provide definitive boundaries for areas scheduled under the National Parks Act 1975. Polygons in this layer should be used in conjunction with boundary descriptions on the corresponding certified (legal) plan. These are listed in the Act and are available from the Landata web site from the Central Plan Office.
Positional Accuracy
- Comments
- Polygons are derived from multiple sources: - Vicmap parcels (1:2,500 - 1:25,000) - Digital certified plan boundaries for areas recently scheduled under the National Parks Act 1975 at (1:25,000) - Boundaries digitised by the Land Management Policy Branch (based on 1:25,000 topography) - PLM25 (1:25,000)
Conceptual Consistency
- Comments
- Polygon attributes are restricted to those codes that are contained within the relevant lookup tables for each attribute. Logical Consistency checks at the source data level (PLM25, VicMap parcels, PRIMS database) have been developed to appropriately maintain the data.
Missing Data
- Comments
- Statewide. All primary management records from PRIMS are represented. Statuatory management overlays such as Reference Areas, Wilderness Zones, Remote & Natural Areas, Heritage Rivers and Natural Catchment Areas are found in the PLM25_OVERLAYS dataset. Completeness Verification: Area comparisons between the PRIMS source data and the PARKRES layer have been conducted as well as a comprehensive visual inspection.
