This layer provides an annual view of residential dwellings for Metropolitan Melbourne defined by the 31 local government areas. Dwelling information is assigned to polygons representing Victoria's land parcels for the particular year. Key fields include: Number of residential dwellings on a parcel; parcel size, whether a parcel is vacant, whether construction activity is present, and the street address. Polygon information is sourced from the Parcel View - Vicmap Property dataset (VMPROP_PARCEL_VIEW).

- Dataset Source: Polygon boundaries and addresses are sourced from the relevant Vicmap Property and Vicmap Address datasets for the particular time period. Colour aerial photography from DELWP for the period December to March has generally been used as the basis for identifying housing development activity. The Urban Development Program (UDP) dataset prepared and maintained by DELWP - Planning Division, and Vicmap Address, has been used to identify and assign attributes to multi-unit development projects. - The accuracy of attributes will vary based on the type of attribute. They will also vary based on the data of the source information on which they are based. Address and lot size information from Vicmap will be at the allowable error in attribute accuracy for this datasets that ranges between a 1% (for new data additions) to 5% (for pre-maintenance contract data). Housing stock related attributes are estimated to be in this same range of between 1% to 5% based on the processes used to capture these attributes, the source materials used, and consistency attribute tests with the housing project datasets.

- Positional accuracy is consistent with that of the Vicmap Property dataset on which it is based, which is classified as "BB" accuracy. That is, 90% of well-defined features are within 1mm (at plot scale) of their true position, eg 1:500 equates to +/- 0.5metre and 1:25,000 equates to +/- 25 metres.

- Logical data consistency tests were undertaken based on the known relationship between dataset attributes, and on the relationship between Stock and Project layers within the same year and across different years. For example, only a vacant lot can have a dwelling under construction. And similarly, the number of constructed dwellings for a housing project in the Project layer for a given year, should equal the total stock in the Stock layer for the same geographic extent, although there are some inconsistencies after 2012.
