FOI_INDEX_CENTROID_VICNAMES dataset is joined to GNR (VICNAMES) and supplied to Vicnames for reconciliation against Vicmap and uploading into Vicnames. All FOI_INDEX_CENTROID_VICMAP records are supplied to Vicnames even though a join does not exists.
