Abstract:
The Victorian Land Use Information System (VLUIS) 2016 dataset has been created by the Spatial Sciences Group of the Agriculture Victoria Research Division in the Department of Economic Development, Jobs, Transport, and Resources. It covers the entire landmass of Victoria and separately describes the land tenure, land use and land cover across the state at the cadastral parcel level.

The methodology for creating the VLUIS is described in Morse-McNabb et al. (2015) with the following notable changes:
1. Land use data provided by the Office of the Valuer-General of Victoria for the 2014 year has been used as a base input. Readily available sources of land use information from government and industry have been used to provide updates to the land tenure and land use components of the 2016 dataset. This update process has not been exhaustive and will continue as new data sources become available. Parcels that have been updated and the source of their updates have been recorded in the attribute table of the dataset. The land cover mapping method remains unchanged to previous versions of the VLUIS.
2. Land parcels within urban areas, mapped in previous versions, have been masked out vastly reducing the size of the 2016 dataset.

The data is in the form of an ESRI feature class. 

To use the VLUIS data correctly it is important to understand the difference between the three components of VLUIS. The Guidelines for land use mapping in Australia: principles, procedures and definitions, Edition 3 published in 2006 by the Commonwealth of Australia, defines them as follows: 
Land tenure is the form of an interest in land. Some forms of tenure (such as pastoral leases or nature conservation reserves) relate directly to land use and land management practice. 
Land use means the purpose to which the land cover is committed. Some land uses, such as agriculture, have a characteristic land cover pattern. These usually appear in land cover classifications. Other land uses, such as nature conservation, are not readily discriminated by a characteristic land cover pattern. For example, where the land cover is woodland, land use may be timber production or nature conservation. 
Land cover refers to the physical surface of the earth, including various combinations of vegetation types, soils, exposed rocks and water bodies as well as anthropogenic elements, such as agriculture and built environments. Land cover classes can usually be discriminated by characteristic patterns using remote sensing.

Dataset Source: The dataset has been created by the Spatial Information Sciences Group of the Department of Economic Development, Jobs, Transport, and Resources, Agriculture Research Division. 

Three separate data sources have been integrated with the state cadastre to provide land tenure, use and cover information for each parcel.

Land Tenure
The "Public" land tenure data has been sourced from the Department of Environment, Land, Water and Planning PLM25 dataset (http://services.land.vic.gov.au/catalogue/metadata?anzlicId=ANZVI0803003978&publicId=guest&extractionProviderId=1) and is also derived from the V_Parcel_mp_crown_approved dataset in the corporate spatial data library.

Land Use
The land use data has been sourced from the VLUIS 2014/15 dataset which itself sourced data from the Valuer General Victoria. The Landuse Codes and Descriptions for "Public" Land are sourced from the PLM25 database on request from DELWP and have been modified to match the AVPCC (Australian property classification codes). The AVPCC has nine primary categories; 1. Residential, 2. Commercial, 3. Industrial, 4. Extractive Industries, 5. Primary Production, 6. Infrastructure and utilities, 7. Community services, 8. Sport Heritage and Culture and 9. National parks, conservation areas, forest reserves and natural water reserves. Each of the primary categories are divided into numerous secondary and tertiary codes, all of which are reported in the VLUIS dataset. Some tertiary codes include a decimal to represent a sub category however these are not reported in the VLUIS dataset. A variety of data sources were used to update lthe 2014 and use and land tenure classification, including but not limited to:

GMW_Imagery - This imagery is owned by Goulburn Murray Water and was used to verify land use as of 2015-06-29. VLUIS used de-identified point and polygon data as a guide when interpreting the imagery. 

HMG_Valuer_Survey - This dataset was developed by HanMcKenzie Vauler services and DEDJTR to assess the current situation of Agriculture in the Goulburn Murray Irrigation District. This survey involved a comprehensive interview with landholders. This dataset is based on capture date of 27/06/2017.

PIC - Property Identifier Codes, is a spatial dataset that captures intensive landuse at a point in time in the interests of DEDJTR Biosecurity.

Sunrise21 Mapping- The dataset is spatial digital mapping based on orthophoto imagery to create individual polygons representing individual irrigated crops at the on-farm level. Attribute details such as crop types, varieties, irrigation methods are compiled from irrigator input, imagery interpretation and field surveys.

PLM25 - Public Land Management 25 is used to verify public land parcels

SPC - Shepparton Processing Company own this data. This dataset is a polygonal registration of SPC customers. This dataset is updated by SPC and is mapped by species / variety of crop.

Land Cover
Land cover classification has been sourced from the Land Cover of Victoria 2016 dataset. Land parcels have been assigned a dominant land cover based on areal contribution.
