Salvage and Translocation Protocol for the Biodiversity Conservation Strategy

The Biodiversity Conservation Strategy for Melbourne's Growth Corridors (BCS) prepared as part of the Melbourne Strategic Assessment specifies that salvage and/or translocation of plants and animals may be required before the removal of native vegetation or habitat for urban development in Melbourne's growth corridors.
This dataset identifies land parcels under the Biodiversity Conservation Strategy that may be subject to the salvage and translocation process, as defined by the Salvage and Translocation Protocol for Melbourne's Growth Corridors (DEECA, 2025).
Salvage may be required for the following target species and communities listed under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and Victorian Flora and Fauna Guarantee Act 1988 (FFG Act):
- Spiny Rice-flower, Matted Flax-lily and other grassland plants
- Seasonal Herbaceous Wetlands (Freshwater) of the Temperate Lowland Plains.
- Victorian Grassland Earless Dragon (VGED)
Additionally, the Protocol outlines requirements for possible VGED habitat assessments and targeted surveys within Melbourne’s growth corridors.
Land parcels which contain a set of conditions for each of the above species/communities will trigger a salvage and translocation procedure to be enacted in accordance with the Protocol.

- To support the following objectives under the Salvage and Translocation Protocol within the growth corridors: - Assist the conservation of target species within the growth corridors - Assist the restoration of existing habitat or colonisation of newly created habitat - Undertake salvage and translocation of threatened species as a management experiment until there is long-term evidence to demonstrate its success or failure. This dataset will also track when a salvage and translocation has been undertaken for accountability purposes.
