Vicmap Address is Victoria's authoritative geocoded database of property address points.  The data includes predominately, but not exclusively, locational property address identifiers assigned by Local Government, considered to be the primary creator and custodian of property address.  If accessible, other 'real life' property addresses created and used by the community, but not recognized by Local Government including retirement villages, assisted care facilities, industrial and public housing estates etc. are included. The 2011/2012 audit against Local Government addressing revealed a 97.41% match rate, increased from 92.43% in 2008/2009 following the 2009 Address Completion Initiative. Key validation fields are 'source' and 'source_verified', respectively indicating the address source and date last validated against that source. The minimum address attributes required for a property address to be included in Vicmap Address are road name and locality. However, the principal address details include the unit/house number(s), road name (including any type or suffix) and locality (town/suburb/rural district). Vicmap Address is jointly maintained with Vicmap Property (VMPROP), with every address relating to a VMPROP  record, joined through a property_pfi link. Many additional attributes are included, where available, to facilitate use and relevance to the user community.
N.B. Specifically excluded are non-property related, and electronic address details such as email, post office (PO) boxes, roadside delivery points (RSD's), roadside mail boxes (RMB's) and the like.

Dataset Status: Statewide coverage - varying levels of completeness depending on local government area. Approximately 94% of local government property address are held as primary addresses in VADD. There is a higher level of completeness in the Melbourne metropolitan area - 96% and with rural distance based addressing being approx 98%. Completeness Verification: A yearly audit, comparing local government addressing against Vicmap Addresss validates each address, populating the source=LGO (Local Govt Official) & source_ verified= "date" (of the currency of the Local Government audit data). At this time there has been minimal verification of addressing not assigned by Local Government.

Positional Accuracy:
Geocodes within Vicmap Address are classified as 'BB' accuracy, ie, 90% of well-defined features are within 1mm, at plot scale, of their true position, eg, 1:500 equates to +/-0.5m and 1:25,000 to +/-25m. Anecdotal evidence suggests that the spatial accuracy of the major part of the dataset, at all scales, is frequently better than BB.
Address points may vary in chosen geocode location :-
-  Rural Adddresses with a RRN - If property access captured, the address point varies from 1 to 50 metres back from the property road frontage. If the access to the property is from a road not abutting the property or through an adjacent property, the address point will be located outside the property  and a 'outside_property' flag is set.
If has been no access point location captured, the address point will be at the property centroid.
-  Rural addresses with no RRN - The address point will be at the property centroid.

-  Urban addresses in Metropolitan Melbourne - 8 metres back from centre of the property road frontage
-  Urban addresses in rural  Victoria - Limited number 8 metres back from centre of the property road frontage, with the remainder at the property centroid.

It is envisaged that all address points in rural Victoria, apart from RNN's, will be located 8 metres back from centre of the relevant property road frontage by mid 2008.
Attribute Accuracy:
The allowable error in attribute accuracy ranges between a 1% (new data additions) to 5% (pre-PIP maintained contract data). For this project, attribute accuracy is a measure of the degree to which attribute values of address points agree with the information on the source material.
Logical Consistency:
The allowable error in logical consistency ranges between 1% (new data additions) to 5% (pre-PIP maintained contract data). Logical consistency is a measure of the degree to which data complies with the technical specification. The test procedures are a mixture of software scripts and on-screen, visual checks.
Data Source:
Dataset Source: Vicmap Address was originally derived from address information held within Vicmap Property and Vicmap Transport. Sources within these two datasets include Melbourne Water's POLARIS rating database (metropolitan Melbourne addresses), municipal council records (rural and regional addresses) and similar authoritative sources such as water utilities.  Significant updating and verification has vastly imnproved the content and detail.
